Access to quality, affordable health care is essential. Good health drives top performance at school or work, keeps businesses competitive, and keeps our state strong.

That's why Governor Doyle and I want to make sure every child in Wisconsin has health insurance by next year. Our proposal: BadgerCare Plus.

Here's how it works: Our program will merge 500,000 individuals currently enrolled in Medicaid, BadgerCare, and Healthy Start into one streamlined and comprehensive program. This will give every parent, regardless of income, the opportunity to join a state plan with affordable, comprehensive coverage for their children.

Additionally, we want to give every child born in Wisconsin a healthy start by providing access to health care for pregnant women who make under $48,000 a year.

No state can solve the national health care crisis by itself. It's a disgrace that Republicans in Congress and President Bush let 46 million people face each day without health coverage.
